A man called bob comes from Dubai with a hot air ballon and he was a serial killer. he stays in a motel for 1 night and then moves on to another motel so he doesn't get caught by the police and the FBI, he's been most wanted for 2 years now and is a big threat.
paragraph 2
he stays in Dubai for a couple of months and stays undetected but then 1 day an amateur cop sees him entering into a local chip shop and tries to confront him, then bob tries to do a runner but then gets uppercuts the cop and escapes.
paragraph 3
after his escape he keeps on a low key so that doesn't happen again but its too late as the FBI and everyone are already looking for him so its really hard for him to stay incognito

use green screen tech, use props or do it at night
Good start. You now need to break your treatment down into scenes, each with a heading from my blog post to give the scene's location, and a brief description of what happens in the scene.
